I believe the guy on the horse is the water wheel. The man's flag is the Fountain of Youth sign next to the water wheel that cars have to drive under. So the cast should be next to the water wheel if this is the case.
Notice the water is running down one side, the same flow and direction in the image as the water wheel. The angle of the mans elbow is same angle as spokes on the water wheel.
The water wheel has stones at its base as the man on the horse. A close up of the real water wheel stones seem to possibly match the stones in the image surrounding the gem.
There may be a possible 'X' below the man, which may mark the spot. It's really difficult to get an exact dig target with many of these solutions. If I were to guess, I would probe the planter ring just outside the water under the wheel.
