Wanted to start its own thread as I think key.
9.5 and 3468
I was thinking empirical rule. But obviously it is 9.5 and not 95.
Also could be number of blocks from the other clues of where to start.
Hmmmmm. What else, I bet you it ends up being simple but nothing seems to fit exactly.

Three roads I've gone down that I think are dead ends (other than empirical rule):
3468/9.5 = 365. I think that ends up just being a total coincidence as I don't know what that would reveal or tell you.
I also played around with coding these numbers. 9.5 = i.e which seems like it could be useful, but 3468 = cdfh, which seems not useful.
A really dark hole I went down was the atomic density of 9.5 matching to silver. There is a line in the poem that is "one of eight or nine" which might be a reference to silver (i.e. pieces of eight). But 1) there seems like no connection between silver and 3468, 2) I don't know what the question mark would represent, and 3) I don't know how "silver' would shed any light on the location.

Welcome back Phil,....this back and forth of ideas that seems to be picking up whether the ideas are proven to be right or wrong has helped us all to find the right ones. I'm really enjoying the atmosphere of sharing. I've been down many of the same paths on the numbers myself including the periodic table. I agree the substitution cypher i posed doesn't work. Let's keep tossing our ideas out there, whether they seem good or not. Unfortunately, I have no new ideas on the numbers at this time. I don't think the 365 works because it doesn't come out exactly to 365, but 365.052631 and so on. If it was exactly 365, then days of the year? It almost looks like a mathematical function box where the ? means you have to find the formula to get from one number to the other, but nothing works there.

I like the discussion too, it might be wrong but expands thoughts.
Here is a new one, if you take cab west, I thought about nine blocks, there is the bend. I had a friend go there and there is an open green space area. Unfortunately it is the state prison.... lol. Maybe we go from a preschool park to find the coin at the prison? Of course I know the answer is no, but thought it was funny.
If you go east you land at the bus and Amtrak station. I looked at all of the routes and bus numbers, doesn't fit.
Still stumped.

Another potential rabbit hole . I find the one clue curious about the plum period. I searched queen Elizabeth and plum period. She has a plum rare stamp from 1987. Not sure again, just throwing out ideas.

FWIW, an excellent number n has an even number of digits and, if you split the number into the front half 'a' and the back half 'b', then b 2 − a 2 = n. For example, 3468 = 682 − 342 = 4624 − 1156 = 3468, so 3468 is an excellent number. The only two-digit excellent number is 48 and the only four-digit excellent number is 3468. Thought I'd throw this little tidbit out just for fun.

I’m back to my project–a-point hypothesis. To further elaborate on my thesis (or rabbit hole) consider this clue “There are stains to find near where treasure awaits”. Besides the roof top stains, I see stains on the scroll. The stain in the lower right corner is most intriguing where a stylize eagle is on a gold coin that is overlaid with a compass rose. The clue also mentions “Thumbs Up” and the coin on the stain is called “coin thumbs up”. The “thumbs up” design is from the one Rupee coin of India, and in India it signifies “1” as in one nation, but in USA it signifies “success”. So I interpret it to mean, to succeed in finding the gold coin you need a compass.
As I said before a vector needs direction, magnitude and point of application. However, starting at the point of the PEP’s irregular pentagon and projecting 3,468 feet at 9.5 degrees placed me nowhere interesting. I reviewed previous comments regarding these numbers and discovered the 9.5 was a weather station called 9.5 ENE. ENE is 67.5 degrees. Now, projecting at 67.5 degrees, I’m downtown on Fayetteville Street (N35.777241/W78.639346) in front of some interesting shops, art galleries, museums and alleyways. I took a virtual walk around the block and spotted some store fronts, signs, windows, etc. where clues could be hidden-in-plain-sight (HIPS) and would be recognized by someone in-the-know. Unfortunately, the Google imagery is from 2014, but one of the alleys has a nice large flower bed, too. Might be worth checking out.

I love the eng101 post. There may be something in there very helpful. As the guy who wrote the 9.5 ene though, i have to admit i have believed that one to be a way off wild guess for a long time, but who knows. I definitely think the compass thoughts are intriguing.
