I submit this solution: The Millennium Sundial in the north of Greenwich Park, London right next to the boating pond. The actual spot is the very middle of the base of the sundial, tucked in a crevice.
Just in case you don't see my latest answer posted today on your site for a while and because I'm having one of those 'it fits everything!' days (and yes, I know from looking at other posts there's a fair few of us who've had those days but what the hell ), I'm going to add my latest solution here as well:
"If it's not on or within a metre of Russell's monument marking his grave, then I believe the token is close to Russell's grave, on or within a metre of the grave of H. Syne in Ventnor Cemetery (plot 903A - looks like they're next to Russell's wife, Harriette on the plot map, although cemetery maps are notoriously misleading)."
I'm just loving the multiple Sine/Syne/Sign references too much!
A manhole (slightly North East) near the Millennium Sundial in Greenwich Park
The puzzle seemed to imply that the solution would be made up of a 4 digit string followed by a 6 digit string Time:location
how could you specify a location with only 6 digits. This would only work if the location was on the meridian line
Credit to Neil first. who will share the both the credit and prize if this is correct
Neils partial solution Pyramid puzzle I dont have the numbers to hand, but you will see what I made them below (together with my interpretation of them)... I took the view that if we swap numbers for symbols we should also swap symbols for numbers.
51 28 No(rth) es (is) fini (the finish)
Curiously, this combined with the meridian places firmly in Greenwich Park.
Who is the holy man
This is an anagram
THY MANHOLE I SHOW
Where is the manhole?
In Greenwich Park there are two manholes close to the Millennium Sundial which one?
From the Russia image we see Lenin and Stalin Lenin was in power for 7 years Stalin was in power for 29 years
This gives us a time 7:29
But what day, month year.
Good Friday seems like a likely candidate, but try as I may I could not nail the year but assume 2005 as the hunt was released in 2004. I'm sure there's a puzzle solution that would give 2005 or the correct year but I did not find it.
Good Friday 2005 was Friday 25 March
But we must account for daylight saving. The clocks changed on Sunday 27 March which alters the time by one hour
Now the tricky bit for me. Unable to visit the location (I live in Ireland) I had to use google earth, some measurements and a bit of trigonometry. I wont bore you with the pages of maths but
The shadow from the sundial will point to the manhole slightly north east of the sundial precisely at 8:29am, on Good Friday (Friday 25 Mar), 2005.
The CATS image supports this solution. If you look in the box there are circles (circles within circles clue) that represent the sundial (very similar to the look of a dial on a grandfather clock or stopwatch mentioned in the book) and the position of the manhole cover slightly 'north east'
I'm sure there were other puzzles and clues and would really appreciate it if you posted a complete solution if I am correct

today is a great day to make a submission in form of a description in case of my coordinates were not precise: Please may I submit: Today one must go on tower bridge at 9 pm. The shadow of the monument will fall somewhere in the middle. If not there, London Bridge is my second favorite, where the shadow of St. Paul will fall.
