Bad News: All I can say is that this is NOT a simple, consistent letter substitution. Viginere??
For example, the number 13 shows up 4 times: paragraphs 7,8,9.
13 is always following by 2 letters that 'touch' it. I presume they mean 13TH. Each time, the 2 touching numbers are different from each other. Then, the "word" that follows the "13TH" is always 6 letters long. It must be the word "casque".
