She is standing on water, originally I thought maybe the fountain in St. Paul's Rice park.

I believe it represents the four span bridge you have to find on your journey from Paul Bunyan to the other man of adventure.

The shelf is an upside down sign for Jekyll Island. The water on top of it is the reflecting pool in front of the Marianna house on the island.
