Personally, I was thinking that Randy Pischel waited to have sunlight enough to see well enough to read the plaques and to drive safely. Just my opinion and I could be wrong. Further, and if memory serves, the only place that is not fully open to the public 24/7, and that has an entry fee, is Babi Yar Park. On that website, the "hours" of Babi Yar are from 5am to 11pm. So, one would not need to wait until 8am to enter Babi Yar.
