I initially thought it was dealing with Greek myths, but I don't know how to tie this in with a location in the US.

In FAQ, the puzzle maker suggests using a local map (responding to a question about using something like google maps).
Celestial theme?
Maybe a star map?
What about a brain atlas (relating back to myelin sheath and the FAQ page that has both Atlas and a brain depicted)?
Regardless, it seems unlikely that this will be solved without the cipher.

King who hides in the Attic: "The Attic" peninsula, and therefore a mythological Athenian king? Theseus or other?
Always around 90 degrees: sure, temperature or a right angle, but what about the North Star, which is always close to 90 degrees of declination?
Convoluted path and achieving the number 17 always makes me think of golf, but certainly could be many things.
