The first key says in the clear: THEOGONY OF HESIOD. That's the ancient Greek poem that spells out the origin of the gods. Not likely to be happenstance. Are the numbers a book code? Similarly, on key three, THE LETHE POEM is by Charles Baudelaire.

Almost, if not all, of the Greek characters mentioned in the key cipher are also mentioned in Theogony of Hesiod. I don't think this is a coincidence. Also, there are multiple translations of Theogony since it was originally written in ancient Greek. An English translation by Hugh G. Evelyn-White can be found on the website perseus.tufts.edu. Perseus being mentioned on the same key as Theogony of Hesiod.
My guess is that this translation of Theogony is to be used in resolving the cihpers.

I can't say for certain whether Theogony of Hesiod is used in some way, but the puzzle creator said this is not a book cipher.
It's a numbers game.
