“At twelve paces, From the west side”"...why so specific? Twelve paces was the traditional distance in a duel. James McGill’s step-son, Thomas Hippolyte Trottier Desrivieres was killed in a duel while serving in Jamaica (WEST Indies). Given that information the verse lines are yet another clue pointing toward McGill.
Also a potential tie-in with the NYC puzzle as Alexander Hamilton was a West Indies native and was also killed in a duel. This isn’t a coincidence, Byron would love this sort of thing in The Secret.

If you look at the tips of hair out from the figure’s left ear you should see 5,1 and 4....Montreal area code is 514.
Also fairly confident the negative space in the image of the bumps in the beret over the left ear should match the nose and chin of a statue or monument near the casque burial site. Picture a figure wearing a hat something similar to the New England Patriots logo. McGill statue would have worked had it not been so new (1996), but maybe there is something similar in that general area of Montreal?

I believe everyone struggles with the first verse and my potential solution starts at Highway 222 in Sherbrooke East of Montreal. THis clue links/repeats along the way e.g. Sherbrooke Street where most of the other clue building are.

Royal Victoria Hospital was founded in 1887 when George Stephen and Donald Smith donated the money for its construction. The mayor of Montreal at the time supported the hospital being built on the mountain parkland, despite protests from ecologists. That mayor was John Caldwell ABBOTT, who later became Canada’s 3rd Prime Minister ( and was the 1st PM from Quebec). His cousin Maude ABBOTT was a doctor who worked at the Royal Victoria Hospital and became quite famous in her own right. EDIT: 1 more thing of significance with Abbott, he was also the 1st Prime Minister born in what became Canada. Our first 2 Prime Ministers were born in Scotland and would be targets of the current U.S. President. Akin to Ville-Marie the old fortifies original city.

The Wingless bird is the Cartier monument as Liberty is the wingless bird. Also in the Japanese translation hints BP ways that you will see this in Japan -Liberty (statue of Liberty in Japan).
The stepped architecture of McGill University and also the ic Hospital is seen in the picture on the chest.
At the end of the verse it says "Beneath the only standing member Of a forest to the south". The south of the Cartier monument is the Cross.
"White stone closest At 12 paces From the west side Get permission to dig out"
Get permission - there are security measures in place to stop people climbing the cross except workmen. Also it's a Royal park so it may refer to this also.
White stone closest - The cross base area has been redeveloped. On Wiki there is an old photo you can compare against a new 2020 one.
It is 12 paces from the base of the cross on the West side of the cross.

While I've personally decided that it's not likely (reasons below), I haven't completely dismissed it, and so it's nice to see someone else looking for new ideas in Montreal. I live near Ottawa, so if there is ever one I'll take a crack at digging up, it will be this one. The reason I've dismissed it is that I don't think any of these start in a different city than the final casque location, which Sherbrooke would be, plus I think Verse 8 fits Montreal much better. But just in case it is right and helps you in any way, here are the other bits I found when considering it: Wingless bird ascended born of ancient dreams of flight = the R100 blimp (wingless bird) was the only successful trans-atlantic crossing of the British blimp program, cancelled after the R101 crashed (ancient dreams of flight). It's mooring mast was at St-Hubert (now Longeuil) airport, which is just East of Montreal (the direction of Sherbrooke). The 'normal' route from Sherbrooke to Montreal would go further south and bypass St Hubert, but if you take Route 222 to the end (Roxton Falls), from there the most direct route is more northerly and passes through St Hubert. The Montreal citadel is just across the river. Wind swept halls could be any of the Expo 67 buildings, most of which have been lost over time (Montreal Casino site was where Quebec, Ontario, and Canada pavilions were). Could also be the U.S. pavilion "dome", which was wind-swept. Using Dutch immigration reference, could also be the Dutch Pavilion, which was constructed in a way that looked like the X-in-a-square from the Image. Or, the Place des Nations outdoor auditorium/concert hall.

Liberty is wingless however the one on the Cartier monument is winged. In fact it's not even a liberty but a victory on globe, from Greek mythology.
