I have a theory for this puzzle. What led me to my location is the P and 7 you see in the small square in the image. Searching online for P7 in Montreal it took me to a parking lot at the Olympic Park. Looking at satellite imagery of the area, to me Olympic Stadium looked like the man's nose in the image. Just north of the stadium you will find The Olympic Village where as in the image the treasure is just above the nose.

To me The Olympic Village is what Mr. Preiss is referring to as the athletes would gather in the afternoons when there events were finished and that is where they would sleep. This is where I believe Mr. Preiss hid the treasure. If you look at the Village from the main entrance you'll notice how that the two buildings that make up the Village, form the step design seen on the shirt of the man. Then you have the plaza of the main entrance, which has two flower gardens incorporated into the design. One being a smaller circle and one being a larger circle kind of like the two squares in the image, one small, one large. Also in the image the larger square and the checker board pattern make a corner where the man's fingers make an x. There is a corner to the plaza just like this to the left of the two flower beds and I think this is a spot worth looking into.

I wanted to add pictures that I have, but that seems to be beyond my abilities, sorry for this. I was wondering if anybody from the Montreal area could take a look and see if that corner in the plaza has blocks making up the wall where Fifteen rows down to the ground and In the middle of twenty-one from end to end could be. I know this solution isn't very complex, but I think it fits well to the verse. Again sorry for not being able to add the pictures.
