. Niamo Speck
This may be going down a dead end, but ...
some possibilities have been discussed in previous posts, including the Phillipines meaning of Niamo=our (I am not familiar with that) and Italian niamo (we are) and ni amo (i love you). The italian does not look standard, but according to translate.google.com .

. There may be some hints to reversal / reflection in the number code
niamO specK
OK, last letters (maybe a bit of confirmation here)
OK , oklahoma, can be considered a southern state so should be ok with the authors comment about southern states
reverse the authors name
kceps O’Main
West O’Main is a part of Tulsa, OK
Tulsa means “old town” ... does this contrast to “a piece of the new world”?
note: none of this applies yet to finding a document for a Beale code'
,,,,,,,
edit: anyone else find a variation on “ half rose niamo” as one of the authors of the source document?

. The comment I saw was specifically related to the Italian language connection.
There was a joke Niamo made in the comments about the Speck cipher (which is a real cipher).
The source I'm using has Niamo as an anagram of part of the first part of one of the author's name (found this out after finding the source).
