The cipher is pretty standard, just camouflaged a little I'm feeling like the odds are not in my favor. Or are they in my favor? Still deciding.

Ok, so this is where I am with the cipher.
Everything below is based on the assumption that we just take an added step of turning numbers 1-26 into the corresponding letter of the alphabet (A=1, Z=26). I'm starting to think this cannot possibly be a valid assumption anymore because I've exhausted all ideas I could think of starting from this assumption.
When you take that string left/right, top/down you get nothing, obviously. You also don't get anything if you pass it through the standard ciphers. You have 106 characters so that rules out TONS of possible codes (bacon, ascii, braille, etc).
The hint about "odds in your favor" feels like a hint towards the cipher. Elon's quote has both the words "even" and "odd" in them but the Hunger Games quote only has "odds". I don't know if "even" is significant or if it's just a coincidence. But "odds" definitely feel significant. So I've tried removing the characters in the odd positions. I've tried keeping the characters in the odd positions. I've tried removing the characters in the odd lines. I've tried keeping the characters in the odd lines, etc. I've passed all of those subsets of letters through the standard ciphers and I don't see it going anywhere.
So.. now I'm to a point where I don't know where to look for inspiration. I don't see anything on the pdf itself that gives me any ideas. So I think I need to start from square one and come up with another idea of what to do with the given numbers. Maybe those numbers aren't to be trusted at face value? Maybe they need to be atbashed themselves before outputting the letters? Maybe they need shifted? The possibilities are endless. So that seems like a stretch of an idea. I don't have any other reasonable ideas.
Does anyone else?

I've tried shifting the odds +1 to make them even and started getting somewhere with a basic A=1 substitution. Also thinking Q might be a null or an indication to make a different kind of shift.
Only found 2 cities and no clue what the bee means except an idea which is probably silly.

My only recommendation? Stay engaged and don't give up - The answer lurks in those numbers and letters! And the bee? He's not just there for decoration... :-)

I've been operating under the assumption it was a she. I can cross off one dead end. Not knowing how to tell bees apart, I really have no idea whether the little buzzer is male or female. That said, gender makes no difference to the puzzle!

I just realized I made a mistake on the image I posted. The towns are all correct, but the trail between them was incorrect. It shouldn't affect the results, but wanted to be accurate, so here is the corrected version:
