This stanza, to me, seems to be about justice. The key words here would be balance, scales, right, and prevails.
I am stumped by what "move to the front of the line" could mean, and how that would fit in with the theme of justice.
I think for this stanza, we would possibly be looking for a court house, maybe one with a sculpture of Justice or Themis. Maybe across the street could be a school or university (for "crosses the mind"). Maybe we are looking for a law school. "crosses" might also indicate a church.
