From my perspective - don't focus on the waters, focus on what makes them "warm" and what makes them plural, then consider where they may halt.

Warm as a person with a warm and friendly personality. So in this context a warm stretch of water would be calm and placid, inviting to anyone. It halts where the water becomes angry and turbulent; at the start of rapids, falls, narrows, confluence of two rivers, etc. regardless of temperature.
