The first two stanzas of Forrest Fenn's Poem are:
As I have gone alone in there And with my treasures bold, I can keep my secret where, and hint of riches new and old.
Begin it where warm waters halt And take it in the canyon down, Not far, but too far to walk. Put in below the home of Brown.
I found the following definition for Riches interesting. The example sentence for defining Riches as 'valuable national resources' is 'The RICHES of the world's WATERS'... might then there be a connection to the following phrase, hint of riches new and old-- or 'new and old waters'?
noun plural noun: riches material wealth. "riches beyond their wildest dreams" synonyms: money, wealth, funds, cash, (filthy) lucre, wherewithal, means, assets, liquid assets, capital, resources, reserves; More
valuable natural resources. "the riches of the world's waters" synonyms: resources, treasure(s), bounty; More

riche
from Old English rīċe (“power, authority, might, dominion, rule, empire, reign”)
Noun riche (plural riches)
(obsolete) A kingdom.(new/old) Synonyms realm domain
Anagrams Cheri, Erich, Reich, Rheic, cheir-
apsis
Also, rich can mean something is very interesting and full of variety. Rich sound is strong or deep; very beautiful or pleasing. What I find "rich" is the unreasonable criticism, considering we all share the same stars. Sumptuous. 1829 Washington Irving The Alhambra: I wandered on until I came to a sumptuous palace with a garden adorned with fountains and fishponds, and groves and flowers, and orchards laden with delicious fruit.

That word "hint" makes riches new and old important I think.

I like Jenny's interpretation, but I took a slightly different approach to the word rich since Mf. Fenn said answer the riddle in the poem. I feel in order to narrow down the 1000 or so place where warm waters halt, one must use stanza 1 to identify the spot, so why not identify it in a riddle? For instance stanza one contains the word "hint" as in hint to where to look of WWWH, so take that line in the poem and rephrased it into a riddle to get the answer to where to look for WWWH:
What one thing is new and old and also rich? The answer is WWWH is located.
if you believe this is not just a random brute force method of solving the poem, the riddle method is an eye opener.

Triggering the first Colorado gold rush in 1859:
Chicago/Clear Creek confluence - A good place to 'begin'
Idaho Springs, CO
Lots to see here.

Ironically, it's the New River, which has headwaters in North Carolina, flows across southwest Virginia, then reaches its terminus at the Kanahwa River in West Virginia.
That northeasterly-to-northwesterly direction is remarkable because it runs against the grain of the regional topography. That tells us one crucial fact about the New: it either pre-dates or developed along with the uplift of the Blue Ridge, Valley and Ridge, and Appalachian Plateaus physiographic provinces during the Appalachian/Alleghenian Orogeny, roughly 325–260 million years ago!
As the land was gradually uplifted because of the tectonic collisions that created the Pangaea supercontinent, the New River cut its valley downward to reach its base level in a western sea. That caused the river to carve some impressive gorges, especially across the Appalachian Plateau in West Virginia.
