i have been staring at this for awhile. thought it was a 15. but flip it upside down and it is S I. for Staten Island? 74 longitude passes right through Battery Weed. the dark arches in the waves to the right suggest to me the inside galleries below the battlements on top. onward.

Do you know if that area was open to the public or secure military base in the 80's? I know a similar area in San Francisco, Presidio was an active military base then.

i do not know public accessibility but will research. personally, low probability of Staten Island solution but wanted to share observations without prejudice. I have been working the "blank", obviously not, area below her hands down to the waves. btw, i finally got my own book, 1st ed 1st print paperback. smartphone pic, the cropped. what a huge difference!

Another way of looking at that area is interpreting the paw and dots as E15. E 15th in Manhattan is a short street that has Union Square right in the middle. Remember Russia was part of Soviet Union then.
