When the colonial governors of Nieuw Amsterdam purchased what is now Ellis Island, it was names Gull Island after the birds that were its only inhabitants. Image 12’s birds head is a spot on match of the Art-Deco eagles on top of the Ellis Island ferry building. could this eagle-seagull hybrid represent Ellis Island? i believe so.

To me, the eagle's head looks like the eagle on the Chrysler building.

look through the wings, ignore the sweeps of white and subtle shading changes. the darker or more obscured features are significant. stack of cannon balls on right? stone marker or info panel? what else? onward.

Even though Battery Park and the eagle at the East Coast Memorial is my preferred match I like to keep an open mind.
We know the ethnic groups are important to these puzzles and that NYC is associated with Russia right? What if its not a Russian connection we are supposed to be making for the burial site? Sure the Litany of the Jewels calls it the "Russian prize", but if you look at the map on page 10 it has Poland, Hungary, and Tartary ALSO associated with the Russian fair people. Where am I going with this? Nikola Tesla was born in the Austro-Hungarian Empire and was a NYC resident. Tesla famously fed pigeons in Bryant Park, including a white pigeon that he claimed that he loved.
If you believe that it is one of the NYC Public Library's lions on the dress (Patience or Fortitude) that is another clue for Bryant Park. Then in the verse there is the Gershwin Rhapsody in Blue clue, which was first performed at Aeolian Hall which is directly across the street from Bryant Park. Bryant Park is also one of the parks closest to the Empire State Building, which is depicted on page 193. Page 193 is the same page which gives us the 1613 clue on the hands that points toward Manhattan as the burial site of the NYC casque. If you are wondering how I started looking into Tesla the answer is on page 192, which is also linked to NYC (says New York Telephone right in the image). To the right of the image it looks like a sideways "T" with a lightning bolt to me...that is why I started looking into Tesla and discovered he had the necessary ethnic background, this pigeon link, and the link to Bryant Park. I believe the South-West corner of Bryant Park is actually known as Tesla Corner. Bryant Park is also close to the Chrysler Building, which would explain the bird's head in the image. So it could be a mash-up of the head on the Chrysler Building and the body of Tesla's pigeon...would be a plausible explanation for why the bird is so odd-looking.
The issue with Bryant Park is that nearly all of it was completely tore up for the underground library expansion AFTER Byron would have buried the casque. So unless it was buried in front of the library, if it was buried at Bryant Park its long gone unfortunately.

page 192, the sideways T, upside down. looks like a clue is in there, with a vertical pole. gonna stare at this a bit.
