Dublin is sometimes known as the 'Fair City'
you must find the girl so pretty
that Wheeled her wheelbarrow
Through streets broad and narrow.
This is a reference to the well known old Irish song 'Molly Malone'
You are told to 'find her' and searching google maps for 'Molly Malone', a statue of her can be found outside St Andrews Church on Suffolk Street, Dublin

Behind her,
arches you will see,
the number is important,
you will soon see
If you view the statue in google maps street view, you will see St Andrews church in the background with four large arches
Stanza 3
"emperor, autocrat, dictator"
This clue was pointing you to CAESAR. The roman emperors after Augustus were in fact all three of the above.

'the solution lies' could indicate a location
given we have two strings containing three numbers we could easily convert them to a geographical coordinate to get

The solution 'Lies' in this cemetery inferring a man buried here is the solution to the hunt
Google maps actually show an image of the man you are looking for. If you looked at the photo's most of them are of Wolfe Tones grave or his bust on a wall.
