Forrest, a man of means, would have had no tactical problem hiding the treasure in any one of the four remaining states. "I was going to make it work no matter what." Anyone arguing otherwise is simply trying to force the hiding location to be in NM or southern CO.
Don't you think Forrest would have thought of those ramifications when he made his admission that he hid the treasure in an afternoon, requiring two trips from his sedan? He's not going to blatantly exclude states from consideration.
