Just some thoughts
Battery park is probably the location. Too many matches not to be here.
Thought it could be at Jacob Riis park on the Rockaway peninsula, the tassels match well here, and where else would you find large crashing waves most likely but on a beach. Problem is that the swirling patterns in the water match Governors island landscape.
In the Japanese hints the “chicken” part is for KFC or if rearranging and a play on words you get JFK who went to Harvard ( Hard word) and there were 3 of them John , Ted , and Robert Kennedy that we’re Senators or JFK wrote 3 books.
The bird probably represents the ferry service to the Statue of Liberty and Ellis island ( you get the beak match). Could be American Eagle airlines that lands at JFK airport ( the flight path goes over Jacob Riis park as well as Statue of Liberty, Ellis island ,Times Square, Russian Orthodox Cathedral in Brooklyn).
The birds feet point south to the Ellis island spires and the Ellis island Foundation can be found in the bldg. just at the north side of Battery park . So that would put the location of the casque just south of this bldg. One of the past names for Ellis island was Bucking island, so that could be in reference to the “isle of B “ which again is referring to the Ellis island foundation north of Battery park.
From the middle of one branch of the “V” could be of a tree branch ,like a Virginia live Oak ( 8 other tree types starting with V) or one the walkways in the park or even the Verrazano statue.
And we know Rhapsodic mans soil is referring to Rhapsody in blue ( Gershwin’s classic). He was born in Brooklyn.
Looking at the stained glass window of the Russian Orthodox Cathedral in Brooklyn ( north face), there are a lot of matches to the painting itself , like the top window pattern , the single person in the middle, and the water below that angel has a wavy water pattern as well like in the painting.
If you call the one object in the upper left of the painting the UN bldg. and then on a map draw a line from the UN bldg through the Russian Orthodox Cathedral you end up at Jacob Riis park......hmmmmm. I can make the tassels match that section of the peninsula pretty close. Unless there is something else in Battery park that has this tassel shape let me know.
