My selection for Where Warm Waters Halt was / is Earthquake Lake on the Madison River. The Madison itself is a warm water river and the lake itself is a product of the natural dam created by the Earthquake that also killed 39 people. The river was halted. Like Mr. Fenn said, there are many places where Warm Water Halts, but the lake is where an entire warm water river was dammed and halted by nature.

Aqua Fria, NM. Means cold water, and that’s exactly where warm water would halt.

There is no doubt Mammoth Hot Springs is where warm waters halt, in several ways. This is the most famous place in the world for waters which is warm in temperature, that move and then stop in the many terraces. Also you will have been "wise" if you visited Minerva Terrace here, she is the goddess of wisdom.
Also the waters frequently halt here. Right now Mammoth Hot Springs have been dry for over a year, which is common. They are expected to start again eventually.
And these waters do halt a lot of visitors on their way through Yellowstone.
