Maybe Fenn & the mystery dude are awaiting a temporary closure.
Last year my buddy and I went to Pinedale Wy in the early summer, much to our surprise crews had been gathering up the dry fuel, making burn piles over a huge area. There were notices tacked-up along the road. They bring in a bunch of personnel and fire trucks, so they need the public out of the way. They have to wait for ideal weather conditions, it was strange hiking around all these teepee piles of un-burned wood.
