I did explore the Buffalo angle as I couldn't believe how little the distinct image of a bison and Niagara Falls were discussed.
Even if the solve is the more likely NYC, there has to be a reason for these clear images so prominently displayed...and I thought that before I even knew about the Niagara Whirlpool and Whirlpool State Park, which could allude to another feature of the image that occupies another significant portion of the image.
Here is a summary of what I found while researching this image in relation to Buffalo and/or Niagara Falls.

Water features
Across the bottom of the image are 3 clear images in the "waves" of the water: Bison (Buffalo), Niagara Falls, and an animal that most seem to think is a lion or a wolf, but to me the large flat tail makes it look to me like it's a beaver.
Beaver Island is north of Buffalo, with Grand Island, between Buffalo and Niagara Falls. Maybe this could even be the "Isle of B".
Below this is a distinctive whirlpool. Could reference the Niagara Whirlpool / Whirlpool State Park.
Figure
The figure clearly references the Statue of Liberty, but primarily the face as the body is different.
This could be the Liberty Building in Buffalo which has 2 Liberty statues on the roof.
Niagara Square is 2 blocks north of the Liberty Building.
The hair of the figure very closely resembles the shapes at the top of the Guaranty Building. I couldn't find a linkable image, but a google map search for the Guaranty Building shows photos of the tops of the windows (the arched ones just below the deep circular windows at the top of the building). The shape in there is, in my opinion, identical to the top of the hair plus the "bangs" hairline across the forehead. Without going there in person, I can't say whether these are visible from street level.
Final comment on the figure is that it appears to again be making the shape of a baseball diamond, similar to the hair of the Boston image (pointed out by JJP during the EU episode). I'm not sure if he would have repeated this idea in another image, but worth considering.
Bird
The bird appears to be an eagle. To me, this is a reference to Polish immigration.
The White-tailed eagle is the national bird of Poland, the coat of arms is a white eagle, and their highest honour is the Order of the White Eagle.
Buffalo has a very strong Polish immigration history, at one point I think that over half of Buffalo residents were Polish immigrants. Polish immigration is strongly linked with Western New York State in general.
Church
St Stanislaus B&M Roman Catholic Church, closely linked with the Polish history of Buffalo.
Has the 3 towers with crosses on top, the rear one being shorter.
Other observations
The eagle covers most of the lines it overlaps, but the prominent horizontal line on the border of the purple and yellow sections of the "window" seems to continue into the wing.
Similarly, why the break in the upper arch between the wings?
Why? It might be forming a shape--from the bottom-left corner of the purple segment, right across to the edge of the foreground wing, up the contour of the foreground wing to the tip, down across the feathers, and then through the purple segment (unsure if it is meant to be along the wing or the left edge of the segment). Maybe, maybe not, but there is probably a reason for those lines being different from the rest.
The nose of the figure casts a shadow, making it seem like a sundial. There is a large sundial in Forest Lawn Cemetery.
Also in Forest Lawn Cemetery is a statue of Red Jacket whose face bears a very strong resemblance to the figure in the Image, with the prominent brow shadowing the eyes and short, sternly down-turned mouth.
Why the extra line below the arch shape? The bottom edge is a doubled line...why?
