If Mr. Fenn said either "yes" or "no" and used a horse, and the horse only walked, how many forms of transportation is that? A horse and a man can be considered two forms of transportation. But...walking is only one form of transportation.
I believe he used a horse.

I don't think Forrest owned horses at the time he hid the chest. So he would have had to arrange for a horse, a trailer and all of the tack. That would've drawn attention and it also takes a lot of time to unload and saddle up when you get to the trailhead and do the reverse when you've finished.
Another thing is he said he drove a sedan to the site when he hid it, and I wouldn't try pulling a horse trailer with a sedan.

The horse idea is killed by many ATFs. Sedan is one of the better pieces of evidence. But more simply: why take two round-trips from your vehicle if you've got a horse? The 22 lb difference would be irrelevant.

My solve is very close to a ranch that offers horses. The sedan could have been driven to there. Why make two trips with anything? Anyway, I believe one of the trips was for carrying tar and making a blaze. A walking animal helps explain why you can answer two ways.
walking = one form of transportation man on walking horse= one form of transportation if you only count walking. Two forms if you count the horse as one and the man as one man on vehicle= man who walks and vehicle that is driven
