I feel like there’s something bigger here but I’m not sure what. The star points spelling out numbers open riddle treasure hidden = North. The red letters on this page spell out north. The words North West and South East are on the page. There’s also 64 of those colored blocks throughout the page. And there’s 64 different border sections in the illustrations with 16 x 4 on each.
Do the numbers on this page mean anything? A hint from the numbers open riddle treasure hidden. Do the blocks have a certain pattern that can help us out? For example, could they tell us which border phrase to use for each page?
One of the ideas I had was if you start at the top, you can create 16 different combinations of red, green, yellow, and orange if you use the purple blocks as a stopping block. For example red would be 1, 2 would be yellow orange green red, 3 would be green red orange. This would make 16 separate patterns. How would this be helpful? Perhaps there’s a way to get each color to be a direction so say red was west or left then for the first illustration, you would use sly cunning fox. Then you line up the phrases on top of each other.
I don’t think this is right because some of the patterns end up having 5 blocks but it’s an example of how the color pattern could work. Either way I feel like these colored blocks could contain a clue or just a frustrating red herring again.

. I was able to generate some phrases by comparing the border colors and bouy colors. Like the hundreds of other codes, they were not primary, and were more like hints or confirmation.

I do think there is a lot on this page. One thing you didn't mention is the use of the buoys with colored borders, but someone posted a while back that the 'key' buoy with the purple/red/purple stripe matches the colors of the lower right corner. The 2 red buoys have a #01 and #1 on the colored parts, the orange buoy has a #10 on it and the green buoy has a #36 on it. I think the two red buoys with 01 and 1 are imporant to how to apply the numbers.
If you start on the red bar in the lower right corner (with purple on either side) and assign that #1 on the lower red buoy, then count clockwise to the 10th bar which is orange and then to the 36th bar which is green.
Going counterclockwise, it also works, but a little differently. Start at the same red corner bar, but assign it 01, meaning this bar is now the 0 bar, so start counting after it. Count 10 more after the red bar to the 11th bar, which is orange. Then count 36 more to the 47th bar, which is green.
I find it interesting that it works in both directions, but clockwise it is the actual #1, #10 and #36 bars, and counterclockwise you add the number on each buoy to the previous number, ending with bar #47, which, as we know is the year of the fire.
I'm not sure what to do with this information, but it may be that the way these colors and cumbers fit together can be applied in some way to the color code that you have been playing with.
