I am having a hard time with the cipher but am seeing A few interesting things the photo itself.

Noticed a few things in the picture as well. Have you downloaded the highest res version? There's a link on the clue in the upper corner for me. Comes as a zip and it helps. This cipher is destroying me.

The photo or postcard has a bird

and a white tailed deer in it.
If meant to be a clue to a location, the range of these
animals is pretty wide - might be useful as rule-outs
for several of the 12 States where the rubies are known
to be.
The date on the graffitti appears to be 1936 or 1986.
The electricity or telephone wire transmission tower
is interesting...

The writing on the postcard has a postmark - marks
such as this, even as far back as 1922, apparently
displayed the City and State;
