This one seems to reference the Vietnam War.
If I were to guess, the date is March 1973 based on the following:
It is about presumably an American soldier returning home. He was reportedly 28 days late. The 28 could allude to the month of February. Maybe they were expecting him at the beginning but he returned at the end of February or early March.

Actually, I think this chapter is alluding to intravenous drug use.
Small hole, small puncture = needle hole. Droplets making it to the puddle inside = drugs to the brain. Stuff different from anything at home = drugs from southeast asia. 28 days late because of rehab. Tracks = signs of heroin use. Line up the bottles and wait for the big train = shoot up and wait for the high.
Side note: I don't believe this and another recent interpretation of Full Moon chapter are due to my warped mind. I believe those interpretations may be correct.
Remember: Duck Miller dedicated the book to a couple of shock jocks. It was this realization that opened these stories up to new lines of thought.
