Pine trees can also be "serpent i.e." rattlesnakes the starts of Sargent Gift park. Please note that “PINE” is anagrammed from states in horizontal orientation. “TREES” is anagrammed from states in vertical orientation. While there could be other anagrams, I believe that PINETREES to be correct

Don't know if it's relevant, but Missouri and Tennessee are the only two states who have 8 neighbour states.

As there are 8 states touching the great lakes, I interpreted that as a hint meaning we should be looking to lakes in/around the final area. I could be way off the mark with this one, seems like it's too simple, but if a child could solve it then hey why not 😁

8 states probably refers to 8 states that start with letter M or 8 states surrounding Great Lakes. If you narrow to Michigan/Minnesota, and ‘choose the City’ - “ALTO” of which there are several in the United States.
Combine the two clues = Alto, Michigan
Also, when you superimpose the letters “PLACE” on the US map, they ‘wrap’ around the Great Lakes region, as Brosk has already noted.
