One reason would be if there are 13 targets. Hope for St Louis?!
I've proposed that V2, 'At the place where jewels abound' can clearly describe NOLA AND Sullivan's Island according to Poe. 
Interestingly Battery Gadsden/Poe's Library AND Harlequin Park can use the same verse.
In Sullivan's Island 'middle of 21' can be either the intersection of Middle St. and Station 21 St. or middle of Station 21 St.
In NOLA it describes the dig area.
