I have a hunch that it'll be found there, specifically behind the buildings in the parking lot across the street. In the book it says that Neptune went deep into the oceans to find treasures to shape into his feelings for the Wind, and that is the key. The shape of the treasure in the chest on the Neptune painting matches, somewhat, the coastline of Thunder Hole, with the cross being Thunder Hole itself. If you look closely, the latch part is black and white, like the street. The cross walk is even represented by the pearl string which resembles the painted white lines of the cross walk. The symbols on the front of the chest probably play into the puzzle, and my guess is that the solution to the puzzle will tell you more specifically where it is located beyond the symbols representing the buildings of the parking lot. Note that the key is near the symbol that is obscured by vegetation. That's the gift shop in the parking lot. It's all woods back behind there, and a nice outcrop of boulders that would be a perfect hidey hole. I'm a Forrest Fenn treasure hunter.
