I believe the George-Etienne Cartier monument is the "standing member."
When I first read the following lines...
"Beneath the only standing member
Of a forest"
I thought two things:
1. "standing member" sounded sexual
2. It sounded like a forest had been cleared and something remained.
So...the first thing I looked into was Mount Royal Park. Here is a headline I found...
"30,000 Trees On Montreal's Mount Royal Cut Down Because Of Sex"
This headline matched my first impressions- sex and forest cleared. I believe the George-Etienne Cartier monument is what was left standing.
I believe "standing member" had three purposes...
1. A clue to sex which confirmed the tree clearing of Mount Royal.
2. The George-Etienne Cartier monument is "standing" and remained after the tree clearing.
3. George-Etienne Cartier was a "standing member" of the community. He was in good standing.
Now, if the George-Etienne Cartier monument is the standing member, let's go south and look for the first white stone. If we go straight south, we come to another monument- the Simon McTavish monument. You could say it is a "white stone."

"Simon" is an interesting name when you think about the poem. The poem says to "Get permission." I believe we need to get permission from Simon. John, Fred, Henry, etc. would not work. I think "Get permission" is a confirmation for the name of "Simon." In other words- Simon says.
So...is the casque 12 paces from the west side of the monument? I had a couple of nice gentlemen search for me over the weekend but they came up empty. But, "12 paces" is not an exact measurement.
The stair step roof pattern can be seen from the McTavish monument. Also, is the rock striations behind the monument the inspiration of the cross hatch patterns in the painting? Also, the monument is near the end of Peel St. and "Peel" is possibly written in the painting.
