Here are some coincidental observations no matter how outside of the box they are:
(I am omitting negative numbers at this time while trying to find a pattern that might make sense, but getting a negative could point toward coordinates emerging)
1. The 6 in line one is in the 17th position forward and the 6th in reverse. 17-6 = 11 (There is no 11 used.) There are 11 lines inside the six with the crescent and the cross.
2. The 64 in line two is in the 2nd position forward and the 15th in reverse 2-15 = 13
The 13 in line one is 3rd position forward and 20th in reverse 3-20 = 17
The 17 in line two is 5th position forward and 12th in reverse 5-12 = 7 (There is no 7 used.)
The 17 in line three is 7th position forward and 10th in reverse 7-10 = 3
The 3 in line four is 14th position forward and 6th in reverse 14-6 = 8
The 8 in line one is 1st position forward and 22nd in reverse 1-22 = 21 (The other 8 gets 7)
The 21 in line one is 6th position forward and 17th in reverse 6-17 = 11 (No 11)
The 21 in line four is 6th position forward and 14th in reverse 6-14 = 8 (I’ve circled back)
The 17 in line four is 4th position forward and 16th in reverse 4-16 = 12
The 12 in line two is 6th position forward and 11th in reverse 6-11 = 5
The 5 in line two is the 8th forward and the 9th in reverse 8-9 = 1 (See below)
3. The 9 in line three is in the 9th position forward and the 8th in reverse. 9-8 = 1
The 1 in line one is the 4th forward and the 19th in reverse 4-19 = 5 (See above)
The 1 in line three is the 3rd forward and 14th in reverse 3-14 = 11 (There is no 11 used.)
(Also line 3 and 3rd position 3x3 = 9)
4. The 6 in line four is in the 16th position forward and the 4th in reverse. 16-6 = 10 (There is what could be a lowercase J the 10th letter of the alphabet inside the 6. It is not too much of a stretch.)
The 10 in line one is in the 9th position forward and the 14th in reverse 9-14 = 5 (see above)
The 10 in line four is in the 15th position forward and the 5th in reverse 15-5 = 10 (circling again)
The 10th letter on line four forward and in reverse is 44 4x4 = 16 (Lines 2 and 3 have 16 digits)
The number 16 in line four is the 9th position forward and the 11th in reverse 9-11 = 2
The 2 in line three is the 11th forward and the 6th in reverse 11-6 = 5 (There are five vertical lines in the 9.)
The 44 in Line four is in the 19th position forward and the 1st in reverse. 19-1 = 18. (There is no 18 used.)
The differt positions forward of the two 44s in line four you get 19+10 = 29
The 29 is on line three in the 5th position forward and the 12th in reverse 5-12 = 7 (no 7 used.)
The other 44 positions could be 19-10 = 9 or 10-1 = 9. You get the same answer. The 44 is beneath the 9 on line three and you circle back to the 9 in line three where you get a 1.
Something definitely going on with numbers.
Numbers used goes up to 65. 65’s factors are 1,5,13,65 (some of the numbers used above)
64 has 6 prime factors and 7 divisors.
6 is considered a perfect number
9 is a lucky number in number theory
There are a total of 13 single digits used. The only one missing is 7.
Obviously if they was using a particular text they would be limited in the numbers that could be utilized for the cipher text, but they could have started with the use of particular numbers in certain positions and worked the deciphered text around so the numbers did what they wanted them to do. (Hence that 17 that look funny)
Finding the text is the key here. The asterisk on the 64 I think is significant. It denotes there is further information that can be gleaned about this particular number. Maybe dates. I also am thinking about the Collatz Conjecture or 3X=1 problem where you keep circling back to 1 no matter what number you start with. Maybe a text related to that. The text on the cipher comes back with so many passible anagrams. You can get enciphered, ciphered, decipher, etc.
