I think I have narrowed this down to an area, it all fits but still working on the final location. There seems to be more than one location mentioned but I feel I have found them and they are close.

There is a code for "We the people"
Maybe this refers to the US Constitution. I haven't figured out anything else to confirm or expand upon it.
My first that thought was Constitution Hall in Philadelphia

I independently guessed "we the people" but only by frequency analysis. I've tried to figure out the cipher methodology and nothing works for me, but the way letters were reused made for only a few options.
Also, the woman seems to be signing the word "SNAKE" with her right hand. With "We the People" I'm thinking SNAKE would refer to the "Don't Tread on Me" flag.
I've got nothing on the flower puzzle cipher. Although I did look at a lot of different type of leaves and the green leaves seem closest to a "LONDON PLANETREE". If true, that'd be another nod at something to do with the Constitution.
I've made a couple of attempts at the "Roman Numeral" puzzle with no success.

I've been thinking maybe around the Smithsonian Museums in Washington DC. One of the images is Dorothy from the Wizard of Oz holding the rabbit instead of Toto. Ruby slippers (I just want to go home) are on display there. As is the US Constitution. There's a sculpture garden there with a rabbit statue.
There are still a few puzzles I haven't solved yet, though, so it's more of a concept than a belief.

I've made a couple of attempts at the "Roman Numeral" puzzle with no success. Not all of those symbols on pg 10 are Roman numerals, right? Like the Z, as far as I know. I'm not sure what a couple of those symbols are

Not sure on the roman numeral like figures. Haven't figured out the message hidden in the "Dorothy" page yet. But I think one is there.

On the Dorothy puzzle: My thought is there are symmetric ones and unsymmetric ones. I couldn't quite work out a solution, though. I do note that the page uses "Red, White, and Blue" colors, which speaks to the same USA theme. The crying woman on the previous page was also "Red, White, and Blue".
On the Roman Numerals: Yes, you're correct, some of those characters are not Roman Numerals. There are two blank spaces at the end so I had thought some sort of "figure out the pattern and fill in these two". The repeating pattern on the bottom row seemed to reinforce it. But, again, I couldn't quite get something useful out of it.
Nor do I have anything from the green shapes around her hair. I looked at some County outlines to see if they were pieces from a state without much success. And I don't know what the red circles with the white five-sided things are doing other than they point at a valley, two slopes, two peaks, and then a valley again.
I still haven't figured out the flower puzzles but am glad someone has.

I figured out the solution to the flower puzzle. I was overthinking it. But there's enough going on there that I'm suspicious there's more than one puzzle going on.
The solution provided marginal insight.

okay I think this chapter is in Georgia based on location of Chapter 1 and the rings that remind me of the olympics being hosted there. Based on that I think I found a location.
I still haven't figured out the clubs/clovers around Dorothy's head.

I took a break from this one as I didn't have much luck with many of the ciphers, I was looking into the text in chapters way too much I think, I also only got 'We the people' from a process of elimination. I have no clue where to start with the flowers.
I thought I would share the things from the images I have noticed.
The green shapes in her looked like ivy leaves to me, I also got Olympic vibes, and there is a place called Ivey in Georgia, close to Athens and Atlanta. Not sure if it's relevant or not. With her hand, I knew it means something, the idea its sign language makes sense.
Has anyone noticed the circle in 'Dorothy's' eye? At 1st I thought Ohio then maybe circle/dot the I's but it didn't lead me anywhere. Other than that I'm lost with that image, the symbols must mean something but not sure how or why.

I don't have any idea what those green ivy-looking things are. It also looks like her brown hair has a handle on each side with the way the semi-circle brown arcs are arranged.
I did notice the circle in Dorothy's eye. I've zoomed in on it before but I haven't found a way to make it important.
On the flowers: It stumped me for a long time. There may be multiple puzzles to be solved in them but the one I found was when I started simplifying options. I hesitate to spoil things for you and others. I hope it's not too much of a hint to say that my solution did not use the green alternating leaves on the flowers at all.
