If the numbers are leet, that first one could be QR which are the first 2 letters of "line 2". Not much of a leet if they used R to substitute R!

The L.B. appears to be Lucille Ball. I've been trying to use "I Love Lucy" (if you know what I mean) as a key in Vigenere, with shifts/backwards. The second line contains quite a few low-ranked letters in frequency analysis, so hardly a transposition or "path" cipher. Must be missing something.
Give us another hint, retro.

How did you know it was a Vigenere? I didn't, don't. Just the previous line's method and then the mention of a key. probably wrong since no luck so far.

What if the key was the cipher. Basically, the key is the cipher which opens a gate. The cipher brings clarity... L.B. might be someone that has a passion of cryptology but also made a cipher. It is just a thought thrown out there!

It is just a thought thrown out there! Thought of that too. That original cipher wheel, like your avatar, has some funky letter associations. Could be a direct copy, I suppose, haven't tried it because it doesn't sound right to me but you could have a right path. I dunno, just waiting for tomorrow's hint from retro. Certainly worthy of consideration. 👍
